Easy you walk into Az mvd. Say I want to register a previous Offroad ca car to Az on road. They send you outside to get inspected. He sends you back inside with forms. You give Az address where it’s “stored”. You DO NOT have to be a “resident”. You pay non resident registration and walk out with plates. Takes maybe an hour. My sandrail is full Az plated. I can run it on the freeway in any state if I was dumb enough to lol
