Ohv to street legal in Az

How difficult is it in Arizona to register an off highway Baja bug to make it street legal with a license plate? Current registration is California green sticker.

  • Primarily On-Highway:
    • Standard vehicle registration for vehicles used mostly on roads.
    • No OHV decal is required, but it does not allow for the reduced $3 VLT.

I guess I should have said my friend in Phoenix bought a car in New Mexico that had ca green sticker. He wants to be street legal in Ca, Arizona, New Mexico and Nevada. Is the dual purpose plate ok in those states on the streets? Wants to tow it behind his Motorhome.
 
I think if it's street legal in CA, it's street legal anywhere.
